Colorado Springs School District 11 respects and values student privacy.
The software and digital resources listed on this website have been IT reviewed to ensure they are a good fit for District 11 and can be used with our students.
The IT review process begins with the Technology Division and involves vetting for network and desktop compatibility, application support requirements and student data privacy compliance. Upon completion, the digital resource may require a further review from Curriculum & Instruction.
In some instances, staff are allowed to use professional discretion to choose digital resources that do not require the transfer of student data.

Directory Information & PII
Colorado Department of Education Data Privacy and Security
Personally identifiable information (PII) as defined by federal law is information that, alone or in combination, personally identifies an individual student or the student's parent or family, and that is collected, maintained, generated, or inferred by a public education entity, either directly or through a school service, or by a school service contract provider or school service on-demand provider.
Directory Information - FERPA §99.3
Directory Information means information contained in an education record of a student that would not generally be considered harmful or an invasion of privacy if disclosed.
Directory information includes, but is not limited to, the student's name; address; telephone listing; electronic mail address; photograph; date and place of birth; major field of study; grade level; enrollment status (e.g., undergraduate or graduate, full-time or part-time); dates of attendance; participation in officially recognized activities and sports; weight and height of members of athletic teams; degrees, honors, and awards received; and the most recent educational agency or institution attended.
A school may disclose "directory information" to third parties without consent if it has given public notice of the types of information which it has designated as "directory information," the parent's or eligible student's right to restrict the disclosure of such information, and the period of time within which a parent or eligible student has to notify the school in writing that he or she does not want any or all of those types of information designated as "directory information." 34 CFR § 99.3 and 34 CFR § 99.37.

Directory information includes the student's name, date and place of birth, major field of study, participation in officially recognized activities and sports, weight and height of members of athletic teams, dates of attendance, degrees and awards received, the most recent previous education agency or institution attended by the student, photographs, video and audio recordings made during school hours, school events, and other similar information.

Student Data Transparency and Security Act (SDTSA)
Information that identifies individual students and their families is vigilantly protected from misappropriation and misuse that could harm students or their families.
Student data can be both protected and positively applied by increasing the level of transparency regarding, and specifying and enforcing limitations on, the collection, use, storage, and destruction of student data.

FERPA
Family Education Rights and Privacy Act (FERPA)
Applies to educational agencies and institutions that are funded by a program administered by the Department of Education and prohibits the improper and unauthorized disclosure of PII derived from education records that are maintained by the school.
FERPA gives custodial and noncustodial parents alike certain rights with respect to their children’s education records:
- Right to access
- Right to amend
- Right to consent to disclosure
- Right to file a complaint

COPPA
Children’s Online Privacy Protection Act (COPPA)
COPPA applies to operators of commercial websites and online services directed to children under the age of 13 that collect personal information. It also applies to operators of sites and online services geared toward general audiences when they have “actual knowledge” that they are collecting information from children under 13, as well as third-party services like an ad network or plug-in that collects information from users of a site or service directed to children under 13.
