School District 11 Strategic Priority 1: Student Achievement Goal 1.2 All students will perform at or above a proficient level in state-assessed academic subjects, as defined by the Colorado state accountability system by 2008. Metric/Measure: The percentage of all District 11 students meeting the Colorado state proficiency standard for each subject area assessed. Strategic Priority 1: Student Achievement Goal 1.4 In comparison with other similar school districts, District 11 will have the lowest dropout rate and the highest graduation rate in the state by 2008. Metric/Measure: The annual District 11 dropout rate and graduation rate reported by the state of Colorado. Strategic Priority 2: Safe EnvironmentGoal 2.1 The learning and working environment in all District 11 facilities and activities will be judged to be (a) physically and (b) emotionally safe by parents, staff, students, and the community. Metric/Measure: The District will use 2003-2004 and/or establish baseline data. Appropriate comparison data will be collected by October 1, 2004. Strategic Priority 3: High Performing WorkforceGoal 3.1 The percentage of instructional staff meeting state certification and highly qualified requirements will be the best in the state by 2008. Metric/Measure: The percentage of District 11 staff that meet the certification and highly qualified designation as reported by the state of Colorado. The District will use 2003-2004 and/or establish baseline data. Appropriate comparison data will be collected by October 1, 2004. Strategic Priority 3: High Performing WorkforceGoal 3.2 All staff will meet the district standard on the District 11 Performance Excellence Evaluation System by receiving a rating of progressing, proficient, or advanced in all areas by 2008. Metric/Measure: The percentage of District 11 staff that meets and/or increases the District performance standard. The District performance standard will be operationally defined and District baseline will be established in 2004-2005. Strategic Priority 4: Community InvolvementGoal 4.1 District 11 will provide an environment where all parents/guardians are involved in their child’s education. Metric/Measure: The percentage of parents/guardians actively involved in their child’s education. The operational definition of “parents actively involved” will be developed and a District baseline will be established in 2004-2005. Strategic Priority 5: Effective and Efficient Use of ResourcesDistrict 11 will demonstrate excellent fiscal resource management by optimizing the taxpayer dollar in meeting the District mission by ranking in the top quartile of Colorado districts by 2008. Goal 5.2 By 2005-2006 District 11 will improve in the satisfaction ratings of stakeholders related to effective resource management. From 2006-2008 District 11 will show annual positive trends for stakeholder satisfaction from established baseline as measure by surveys/focus groups. By 2007-2008 District 11 will have the highest stakeholder satisfaction ratings of any district in the state. Metric/Measure:
Goal 5.3 By 2005-2006 District 11 will show improvement in the cost per point of student achievement. From 2006-2008 District 11 will show annual positive trends for an improved ratio of per-pupil cost to District rankings sufficient to meet the plan performance trajectory. By 2007-2008 District 11 will have the lowest cost per point of student achievement of any district in the state. Metric/Measure: The mean percentile of the District student achievement divided by the District cost per student (per pupil cost).
Strategic Plan definitions describe the relationship for the strategic plan elements. Strategic Priority: A general area of focus to achieve the District mission. Strategic Goals: A specific area within the strategic priority that defines what the District must achieve to be successful in the planning horizon. Accordingly, strategic goals define performance outcomes that are measurable, support the strategic priority, are used for monitoring progress, and serve as the basis for alignment for operational goals. Operational Goals: A subpart of the strategic goals that are essential to support the achievement of the strategic goal and may be assigned as a priority at the division level.
Metric/Measure: The actual unit of measurement used to track and report results. |
