District 11 Division of Operations & Instruction
Advisory & Accountability Committee

Welcome

“The Colorado Springs School District 11 Advisory and Accountability Committee, (D.A.A.C) is the middle ground between schools, Administration, and the Board of Education. It provides a forum and opportunity for parents and community members to become involved in assisting the District’s goal of increasing student achievement. We welcome your involvement.”
~ Dr. Brenda McBrayer, Exec. Dir. for Student Achievement & School Accountability

“Schools need to be highly effective places for children to learn, for parents to influence school actions, and for teachers and principals to change curricula to foster the kind of continuous learning that is being demanded of parents and children alike” (Marsick, 1999).

“Action imperatives at this level are focused on creating a culture in which people feel they are all part of the same team.” (Watkins & Marsick, 1999).

DAAC Presentation to D11 School Board
The June, 2007 Board agenda included a presentation by Lyman Kaiser on a
Study the Restructure of DAAC/BAAC. The presentation includes general recommendations and recommendations aligned to the National PTA Standards for Parent Involvement.

About DAAC

Who We Are
The District Advisory and Accountability Committee is comprised of an Executive DAAC Committee of elected officers and full DAAC Committee membership of building representatives.  Members are interested community citizens, parents of School District Eleven students, and staff members.

What We Do
The purpose of DAAC is to aid in the achievement of students of School District Eleven. This is accomplished by having representative members on DAAC subcommittees such as district Accreditation and Achievement, and district Administrative groups such as Instructional Management System, Policy, and Title I.

When and Where We Meet
Executive DAAC meets on the second Tuesday of every month in the Superintendent's Conference Room. Full DAAC meets on the third Thursday of every month in the Board of Education Meeting Room. Both meeting places are located in the Administration Building, 1115 N. El Paso Street.

How We Affect Student Achievement
DAAC is the essential volunteer community member group "in the middle" that effectively communicates with School District 11 school buildings and the administration.

How to Get Involved in DAAC - There are three DAAC subcommittees and various ad hoc committees that meet separately from the Executive DAAC and Full DAAC committees including the following:

Accreditation Committee -
Makes DAAC approved recommendations to the BOE relative to the accreditation of District 11 and the development of the District Improvement Plan.  Meets throughout the year.

Budget Committee - Makes DAAC approved recommendations to the Board of Education relative to cost containment and prioritization of expenditures of District 11 funds as relates to student achievement and safety. The committee may perform other non-administrative functions as directed by the Board of Education and sanctioned by DAAC, as the committee meets throughout the year.  Budget Committee Application - PDF     Volunteer Member Description - PDF

Nominating Committee -
Meets only during March, April and May to form a ballot of nominees for Executive DAAC offices for the coming school year. It presents the ballot of nominees at the May full DAAC committee meeting for election of Executive DAAC officers.

Ad Hoc Committees -
These committees are formed to study issues that may arise during the school year or as directed by the BOE. Meetings are limited to the study of issues and any recommendations are made to the full DAAC committee for discussion and approval.

DAAC Bylaws
School district accountability committees are a requirement in Colorado School Law. The Board of Education has adopted DAAC bylaws in its policy to address accountability committees at the district and at the school level.
(DAAC Bylaws BOE Policy AE-R-1)

Vision & Mission

Vision: DAAC - Focused on student achievement
Mission: The DAAC will formulate and deliver advice to the Board of Education on matters of budget and policy as it related to student achievement. The DAAC will establish a mechanism to mobilize parental and community support via viable and focused BAAC.

Budget

The Budget Committee will make recommendations, as approved by the DAAC, to the Board of Education relative to cost containment and the prioritization of expenditures of school District monies as related to student achievement, and perform additional non-administrative functions as directed by the Board of Education and sanctioned by the DAAC.
