Site Determined Projects. The Capital Plan process tends to identify the larger and systemic capital needs that are easier to understand and articulate. The District prioritizes the capital needs with a heavy emphasis on safety, property protection, and its ability to perform its primary mission. Although other things like site morale, appearance, public relations and convenience are also taken into account, they carry much less weight. However, the schools also have many small and site-specific unique needs that they need to address, but which have a hard time competing with the larger items in the Capital Plan.

These include a range of items from setting up tutoring and special use rooms; to updating older areas to a level that presents a more useful and welcoming learning environment.

This Plan establishes a “Site Determined Projects” line within the Capital Plan that will allocate some funding for each school to use at its own discretion to address capital needs that are not otherwise funded.

The allocation to each school is based upon a number of factors like: school level; age of the facility;
size of the facility, size of the planned student body, and the socio-economic character of the school.

A $6 million package allows for the budget allocation for discretionary capital funding to average:

• Elementary Schools (ES) -- $55-65K

• Middle Schools (MS) -- $130-140K

• High Schools (HS) -- $290-310K

• Charter schools are also included.
