STUDENT FEES, FINES AND CHARGES
In an effort to meet the needs of its community and prepare its students for the twenty-first century, Colorado Springs School District Eleven offers its students and others the opportunity to participate in a variety of curricular and extra-curricular programs and activities, and also furnishes its students certain conveniences and amenities, that it is not required to provide and for which it is not specifically funded or reimbursed. The District wishes to create a fair mechanism by which students pay reasonable fees to help defray the cost of such programs, activities, and amenities to the District without making them prohibitively expensive for students. The Board of Education authorizes the Superintendent or Designee to establish and collect reasonable fees, as authorized by law, for the purpose of offsetting the cost to the District of providing such programs, activities, and amenities.
The Board of Education directs the Superintendent or designee to establish a schedule of student fees in conjunction with the Board’s annual budget development assumptions process, that will be available for distribution to students prior to the beginning of each school year. This fee schedule will include not only those fees that are collected for the benefit of the District’s general fund, but also fees that are charged and collected for the benefit of schools’ individual activity accounts, and that the schedule contain the components established by law including, but not limited to, procedures by which indigent students may apply for and receive a waiver of fees in a manner that prevents unnecessary embarrassment or public exposure of their need.
The Administration is authorized to develop a regulation and/or procedures whereby a non-indigent student may be excluded from participating in an activity or activities in the event such student fails to pay any fee by the required deadline.
